Video Levels

All video signals should comply with ITU-R BT.709-5 (HD) or ITU-R BT.601-7 (SD) and video signals should not exceed the specified limits.

Video levels should not exceed 700mV, or fall below 0mv

Luminance (Y) -1% and 103%
(between -7mV and 721mV)
RGB video levels -5% and 105%
(between -35mV and 735mV)

Out of gamut tolerance

Whilst XR and the Broadcasters will reject illegal video levels they understand there may be instances where it is difficult to completely avoid, and following EBU recommendation Rec.103-2000 will allow a small tolerance, assuming that no more than 1% of the active picture is in error.


Audio Levels

The loudness level of the programme material must be in agreement with the EBU R128-2014 directive, including the following delivery specifications:
EBU R.128-2014

  • Integrated Loudness** Program : -23 LUFS
  • Target Level Tolerance : +/- 0.5 LU
  • Maximum True Peak : -3dBTP
  • Maximum Momentary : -15 LUFS
  • Maximum Short Term Momentary (3 Sec) : -20 LUFS
  • Loudness Range : 20 LU

**'Integrated Loudness' is the definition for the target of the 'Programme Loudness' stated in metres in conformity with EBU Tech 3341

The Nordic region has no official pre-clearance process, every broadcaster has an own legal department who will check the incoming commercials to ensure they conform with the law in the respective country.


Please be aware that it's illegal to advertise alcohol in Norway.


Other Important Info

For Denmark, a Nielsen Adkode is mandatory for all spots to be aired, from February 1st, 2023. All new advertising spots must be assigned an Ad-code before they can be sent. You can obtain the Adcode here or receive it from your media agency/client depending on your internal workflows.

The unique identifier in Norway is an NC Nielsen code, this is mandatory and can be obtained from the Media Agency or AC Nielsen (+47 406 14 240 / radiospot@nielsen.com). Codes always end with N followed by a number that indicates the year. 9 for 2019 as an example: HXMSPB1501N9.

For Sweden and Iceland, an Adcode will be automatically generated during order placement, 

When placing an order for Finland, you will have to generate a Spotgate Code.
