Video Levels
All video signals should comply with ITU-R BT.709-5 (HD) or ITU-R BT.601-7 (SD) and video signals should not exceed the specified limits.
Video levels should not exceed 700mV, or fall below 0mv
Luminance (Y) -1% and 103%
(between -7mV and 721mV)
RGB video levels -5% and 105%
(between -35mV and 735mV)
Out of gamut tolerance
Whilst XR and the Broadcasters will reject illegal video levels they understand there may be instances where it is difficult to completely avoid, and following EBU recommendation Rec.103-2000 will allow a small tolerance, assuming that no more than 1% of the active picture is in error.

Clearance

All broadcast TVCs need to be cleared by the Philippines Ads Standards Council (ASC). The ASC Clearance for Airing document must be attached to your XR order once available.
Applications are made on Standard service, submission cut off for ASC is 11am daily (GMT+8) for both Pre-censor & Post-censor applications.
Materials to be submitted at least 1 working day before planned date of application. Results will be available within 48 hours after the date of application.
ASC does not allow the Usage of Asterisks (*) in any content for disclaimers and qualifiers, all disclaimers and qualifiers need to be at least 50% the font size of the claim and positioned close to the claim.
For both clearance processes there are 3 outcomes: Approved, Disapproved, and Incomplete. ASC allows for re-submissions to complete applications that were deemed ‘incomplete’ within 30 calendar days. If an application is disapproved the application will be closed and we will need to submit a brand new application.
Each application is considered by itself and as a new application, re-submissions of previously submitted/approved TVCs will still be considered separately as a new application by ASC even if none of the content has changed.
