Video Levels
All video signals should comply with ITU-R BT.709-5 (HD) or ITU-R BT.601-7 (SD) and video signals should not exceed the specified limits.
Video levels should not exceed 700mV, or fall below 0mv
Luminance (Y) -1% and 103%
(ie between -7mV and 721mV)
RGB video levels -5% and 105%
(ie between -35mV and 735mV)
Out of gamut tolerance
Whilst XR and the Broadcasters will reject illegal video levels, they understand there may be instances where it is difficult to completely avoid. Following EBU recommendation Rec.103-2000 they will therefore allow a small tolerance, assuming that no more than 1% of the active picture is in error.

All broadcast commercials that contain music need to be cleared by the Satellite Television Broadcasting Association (STBA). Digital commercials do not require clearance from STBA, but must be cleared with media owners of the digital/online platforms that they will be on.
Applications are made on Standard or Express service.
- On Standard, the results are available within 4 working days from application
- On Express, the results are available within 2 working days from application
STBA operates until 5pm (GMT+8) during working days, so applications need to be made before then.
