Content Layout
Countdown Clock
A clock is mandatory, it should display a countdown starting at 10 and the following information:
Clock must be mute
If there is any audio present on the countdown clock, the file will fail QC

TVB aspect ratio conversions
- 16x9 SD deliveries for TVB will be letterboxed for parallel 4x3 transmission,
- 4x3 SD deliveries for TVB will be pillar boxed for parallel 16x9 transmission.
- Any 4x3 letterbox content will be pillar boxed by TVB for 16x9 parallel transmission resulting in pillar boxed and letterboxed video.
- TVB will ARC material themselves. Likewise a note on the ARC-ing is needed
SD Title Safety

Video Levels
All video signals should comply with BT.601-7 (SD) or ITU-R BT.709-5 (HD) and video signals should not exceed the specified limits.
Video levels should not exceed 700mV, or fall below 0mv
Luminance (Y) -1% and 103%
(ie between -7mV and 721mV)
RGB video levels -5% and 105%
(ie between -35mV and 735mV)
Out of gamut tolerance
Whilst XR and the Broadcasters will reject illegal video levels they understand there may be instances where it is difficult to completely avoid, and following EBU recommendation Rec.103-2000 will allow a small tolerance, assuming that no more than 1% of the active picture is in error.

Hong Kong broadcasters practice self-regulation, and the approval process is usually handled by a commercials vetting department. Each commercial needs to be cleared individually with the various broadcasters.
Materials should be submitted for clearance 10 working days before the first air date. The final master must be submitted 3 working days before the first air date.
