Countdown Clock
A clock is mandatory for this region, it should display a countdown starting at 10 and the following information:

The title must be in Chinese MUST match the title on the booking order of media agency to broadcasters (broadcasters may reject the delivery if there is any discrepancy in Chinese Title).

Video Levels
All video signals should comply with ITU-R BT.709-5 (HD) or ITU-R BT.601-7 (SD) and video signals should not exceed the specified limits.
Video levels should not exceed 700mV, or fall below 0mv
Luminance (Y) -1% and 103%
(between -7mV and 721mV)
RGB video levels -5% and 105%
(between -35mV and 735mV)
Out of gamut tolerance
Whilst XR and the Broadcasters will reject illegal video levels, they understand there may be instances where it is difficult to completely avoid. Following EBU recommendation Rec.103-2000 they will therefore allow a small tolerance, assuming that no more than 1% of the active picture is in error.

Clearance in this region is generally managed locally. Chinese broadcasters normally provide free clearance services to local media buyers. The decision made by vetting department of each broadcaster is the final.
The Governing body handling broadcast censorship clearance in China is CAA (China Advertising Association). They will charge a service fee depends on different type of Ad and duration.
CAA clearance is an industry guideline in China and is not mandatory. However, it does provide an accurate guideline on censorship in China and broadcasters are more likely to accept and clear a TVC quickly if CAA certification is included.
