ADA Compliance Guidelines for Digital Video

The Web Content Accessibility Guidelines (WCAG) defines how to make web content more accessible to people with disabilities.

The section on Time-based Media is broken down into three levels of compliance.

Level A

  • Captions
  • Audio Description or Full Text Transcript

Level AA

  • Captions
  • Audio Description

Level AAA

  • Captions
  • Extended Audio Description
  • Sign Language
  • Full Text Transcript

 

Captions

  • Include dialogue and non-speech information conveyed through sound, including meaningful sound effects.
  • Captions may be closed (toggled on/off) via a separate SRT or VTT file, or hardcoded (always on) via open captions or SDH subtitles.
     

Audio Description

  • Adds descriptive narration of key visual elements during natural pauses in the audio to make video more accessible to the visually impaired.
  • Intended to play in real-time along with the existing audio mix.
     

Extended Audio Description

  • If the action in your video happens too quickly and there aren't enough natural pauses to fit the audio description, you must provide an extended version.
  • This is where the video pauses briefly to allow the longer description to play.
     

Sign Language

  • Translation of one language, generally a spoken language, into a sign language.
     

Full Text Transcript

  • Includes all spoken audio and descriptions of the important visual information.
